Perhaps the user of the passages gets caught with contraband and is forced to tell the authority. Then, with time, the user blackmails the authority into keeping quiet (because the contraband is illegal and should've been reported properly instead of immediate corporal punishment). The users of the passages tells the next group about the secret passages. Because the house has passed hands & purposes, the blackmail no longer works so the previous owner tells the current owner about the passages, which means a time lag. And the new owners catch the users in the supposedly secret passages. How are these passages a secret if everyone who uses them gets caught?
